StarHub Appoints New Leaders to Drive Enterprise, Business Development and Network Engineering

StarHub has announced changes to its senior leadership team with the appointment of Dr Chong Yoke Sin to lead the Enterprise Business Group, Mock Pak Lum to be in charge of Business Development, and Chong Siew Loong to head up the Network Engineering Division.

The three senior executives report directly to Tan Tong Hai, StarHub’s Chief Executive Officer (CEO).

These new senior leadership appointments will support our efforts as we continue to focus our transformation strategy to become a digital enabler who creates exciting digital experiences that customers want.

Kevin Lim, currently Chief Commercial Officer plans to retire by the end of the year. In the interim, Lim will work closely with Dr Chong to ensure a smooth transition for the Enterprise Business Group while continuing to report to Tan.

“With his solid experience and knowledge in the business-to-business space, Kevin was instrumental in significantly growing our Enterprise Business over the last six years which, at the end of 2016 contributed to over 40% of the group’s total revenue. Dr Chong Yoke Sin’s appointment as Chief, Enterprise Business Group will start from 3 April 2017. She is responsible for driving the next growth phase of the enterprise business and deepening the engagement with the business community. Dr Chong was CEO of Integrated Health Information Systems (IHiS) for eight years since November 2008. She was credited for integrating the then IT departments of the public healthcare clusters of the National Health Group and SingHealth to form IHiS, a subsidiary of Ministry of Health Holdings. She led IHiS to reorganise its capabilities to deliver and build economies of scale resulting from the consolidation of assets and contracts, and enable a chartless, paperless, filmless healthcare environment. She also led the healthcare IT industry as Chair of Healthcare Information and Management Systems Society (HIMSS) Asia Pacific Governing Council and was the first Asian Vice Chair on the HIMSS Board of Managers. In her prior roles, Dr Chong was CEO of NCS Pte Ltd, moving up the ranks from Chief Operating Officer and General Manager of Business Development.

Mock Pak Lum, who joined StarHub as Chief Technology Officer in June 2011 is now Chief Business Development Officer. He will focus his responsibilities on discovering new business opportunities for the company and ensuring strategic investments are synergistic with its core businesses. In addition, he provides strategic direction for StarHub’s cyber security and big data analytics solutions.

Chong Siew Loong was Vice President of Network Engineering Division before assuming the role of Chief Technology Officer, overseeing network operations, development and transformation to support rapid changes to the network and telco business model. Prior to that, Chong set up and managed the Network and Systems Division at StarHub’s wholly-owned subsidiary Nucleus Connect Pte Ltd when the telco won the bid in 2009 to become the Operating Company for the Nationwide Broadband Network, the world’s first open access network. Mr Chong started his career in StarHub in 1998 when the company won the licence to operate as Singapore’s third mobile operator. He possesses both breadth and depth of network engineering experience, rising up the ranks in StarHub over 18 years. Chong received the “40 under 40” award from the Global Telecoms Business in 2011, that recognised the telecoms industry’s young leaders.
