Azerconnect Group unveils bundle-driven prepaid access model

Azerconnect Group has introduced a new prepaid access framework in Azerbaijan aimed at addressing long-standing challenges in prepaid-dominant markets, particularly high SIM inactivity and low-value top-up behaviour.

Under the Bundle-Driven Access Model (BDAM), prepaid SIM cards remain active only when customers purchase a bundle of voice, messaging or data. This represents a shift from balance-based access to bundle-driven connectivity, directly linking network access to recurring customer engagement rather than sporadic top-ups.

“BDAM is a new way of thinking about access – a model built for a generation that expects choice, transparency, and fairness without being tied down,” said, Mushfig Aliyev, Chief Commercial Officer, Azerconnect Group.

Azerbaijan is a heavily prepaid market with widespread multi-SIM usage and increasing reliance on OTT communication apps. By redefining the trigger for connectivity, BDAM encourages regular bundle renewals while reducing the number of long-term inactive SIMs.

Since launch, the model has been associated with increased adoption of mid-tier bundles and a cleaner active subscriber base within Bakcell’s prepaid portfolio. The approach has also been independently analysed by Analysys Mason as a potential reference case for other emerging markets.
