
As G20 Summit comes to an end, countries are coming together on Preventing Spread of Diseases Using Roaming Data.
In the G20 Joint Statement of Germany, “Global corporation for the health crisis response” is cited G20 leaders, “WHO centered international cooperation plan to address health crisis” recognizing the health crisis that threatens the world economy as a joint task of international society.

After completing the 12th G20 Summit in Germany on July 7th and 8th, the leaders of the countries adopted the Joint Declaration to “establish an international cooperation plan centered on the World Health Organization (WHO) for the international health crisis”.
In the Joint Declaration, as sub-theme ‘Building Resilience’ part, it shows prevention and correspondence against the World Health Crisis. Especially, in the ‘Safeguarding against Health Crises and Strengthening Health System’, it highlights the importance of building the strong health system to prevent the health crisis in the world.
Also, in the agreed documents, G20 Action Plan on the 2030 Agenda for sustainable development’s ‘global health’ p18, it supports international efforts comprehensively deal with the health crisis effectively, such as the early identifying and rapidly response with the international efforts.
As the contents of the G20 summit are highlighted, as WHO’s role of preventing the spread of diseases using roaming data implemented by KT(Korea Telecom) and the Korean government is highlighted, laying the foundations for joining countries around the world.
In addition, the Korean company and the government jointly proposed a solution for improving the health environment, which is a global task, by using Information and Communication Technology (ICT), thereby contributing to raising the status of ‘ICT powerhouse’.
In 2016, KT with Korea Centers for Disease Control and Prevention (CDC) and Ministry of Science, ICT, and Future Planning, will construct a ‘smart quarantine system’ that analyzes the roaming data of travelers visiting the infectious disease area for the first time in the world and uses it for quarantine.
Currently under the leadership of the Centers for Disease Control and Prevention, it is being implemented with other telecommunication companies.
June 2016, at the UN Global Compact (UNGC) conference in New York, KT CEO Chang Gyu Hwang stated, “By analyzing overseas roaming information of mobile phone users (about 7.3 billion people) from all over the world, It is the first time that we have proposed a project to prevent the global spread of infectious diseases, involving 800 telecommunication companies all over the world.”
Under the attendance of governments and telecom carriers, if this could spread to the world, not only prevention of loss of human lives, but also economic and social damages by spreadable diseases are expected to reduce in the future.
G20, “Global cooperation to deal with infectious diseases with huge economic losses
At the G20 Summit held in Hamburg, Germany, for two days from 7th to 8th, ‘Global Health’ was included in the official agenda. Ebola, and MERS, which have a huge impact on the world economy. The Global Health Threat Framework for the Future Committee (GHRF), published in early 2016, estimated that “Potential infectious disease threats cost more than $ 60 billion annually worldwide.”
In last May 2nd to 3rd, in Berlin meeting with CEOs of major corporations, led by the national economic organizations in connection with the B20 summit emphasized the importance of international cooperation in fighting infectious diseases, saying that “economic losses from infectious diseases are very high.”
The ‘B20 Health Initiative’ was held in conjunction with the ‘Policy Paper’, which states that “G20 member countries should support public-private partnerships in various fields in order to combat infectious diseases and support the use of big data in the health field” ‘.
In this case, the ‘smart quarantine’ project, which is being implemented and implemented by KT along with government agencies such as Korea Centers for Disease Control and Prevention (CDC), was specified as an example.
Various activities by KT for its global campaign to prevent the spread of communicable diseases
In G20 Summit 2017, KT actively performed various activities to strengthen the bond of cooperation between many nations and global corporates in regards to a project for preventing global spread of communicable diseases via roaming date-based method.
In the G20 Digital Ministers’ meeting in Dusseldorf in April 2017, President Chang gyu Hwang successfully made a keynote speech as the first Korean entrepreneur. During his speech, he did not only proposed confederation between governments and global corporate to contribute on enhancement of technologies and but also asked for developing ICF convergence technique to resolve issues that all the nations are facing in the 21st century such as low-pressure economy, economic polarization, and infectious diseases.
Additionally, KT also joined B20 Summit Task Force of Digitalization Group and B20 Health Initiative Conference as a panel in May 18th 2017.
South Korea succeeded in establishing the system that can perform pre-emptive reaction to impede the spread of communicable diseases via utilizing communicative roaming data as the first nation in worldwide. In June 2015, KT vigorously put its effort to inhibit the spread of MERS with the Ministry of Health and Welfare.
Beginning in November 2016, KT customers are receiving text message (SMS) that conveys the methods for reporting/preventing communicable diseases after visiting any countries with concerns of communicable diseases. From April 2017, South Korea telecommunication operators SK Telecom and LG U+ are offering equivalent services to their customers. These actions from the corporates encourage people to be well-prepared for prevent any communicable diseases through relaying information regarding communicable diseases.
Starting 2017, KT has consulted with major countries such as Kenya and United Arab Emirate to proliferate South Korea’s SMS system. In May 29th 2017, KT successfully got MOU with Safaricom, No.1 ranked telecommunication company in Kenya (71 % market occupancy rate). With cooperation of KOTRA and Ministry of Health and Welfare in Kenya, the ‘Korean model of preventing communicable diseases via utilizing SMS system has been constructed. Through the contract, Kenya has become the first global communicatory company that cooperate with KT’s Big-Data System for preventing global communicable diseases.
